=> UNITED'S BEST YET TO COME - SCHOLES
Manchester United midfielder Paul Scholes believes they will get stronger as the season progresses.< ... More
Manchester United midfielder Paul Scholes believes they will get stronger as the season progresses.
Sir Alex Ferguson's side are aiming to bounce back against Blackburn this evening, after losing to bitter rivals Liverpool last weekend.
Until the Anfield encounter, United were unbeaten in 11 games in all competitions - and Scholes wants to go on another winning run.
"I would not say we have been stuttering, but we have not been as fluent as we know we can be," he told United Review.
"There has been the odd performance - like Tottenham away - where everything has come together, but I think the best is ahead of us.
"We are not too worried about our form, because traditionally we are not great at the start of the season.
"The difference this time is that, more often than not, we've still been winning games - so I cannot complain too much.
"But we would like to get back to the top of the league - with style.
"Some teams might settle for getting results, but here at United we aim a little higher."
United boss Ferguson is confident they can cope without key defenders - because Edwin van der Sar is back between the posts.
Nemanja Vidic and Rio Ferdinand are struggling to face Blackburn, because of calf injuries, while Gary Neville is suspended.
Ferguson, however, is relaxed about the situation.
He said: "We had exactly the same thing last year. We had a lot of injuries to the back four time and time again. Yet we went 14 games without losing a goal.
"I think the key is having Van der Sar back. He is a marvelous, fantastic goalkeeper.
"It is incredible to think that at 39 years of age he has retained his fitness and motivation to play all the time.
"It's brilliant and does make a difference, because he helps to settle things down."

=> Abdullah 'may quit Afghan poll'
Abdullah Abdullah, President Hamid Karzai's rival in the second round of Afghanistan's presidential ... More
Abdullah Abdullah, President Hamid Karzai's rival in the second round of Afghanistan's presidential election, is reportedly close to quitting the poll.
Mr Abdullah called for the resignation of key election officials, cabinet ministers and provincial governors as a way to mitigate fraud and corruption.
The deadline for those conditions to be met expires on Saturday.
A senior adviser said that in talks on Friday, Mr Abdullah's team decided he should not take part in the poll.
The former foreign minister may simply tell his supporters that he will not take part and that they should do likewise, our correspondent says.
In a meeting with President Karzai earlier this week, Mr Abdullah's demands for resignations were turned down.
But this election has been a protracted and murky affair, our correspondent says, and until an official announcement is made, the details of any final decision on whether he is standing won't be known.

Harry Redknapp has rejected reports he is weighing up a move for Rio Ferdinand, but concedes his vie ... More
Harry Redknapp has rejected reports he is weighing up a move for Rio Ferdinand, but concedes his view that the Manchester United defender is the best in the world.
A dip in form for club and country has put the centre-half under the type of scrutiny he has not experienced since the early days of his career.
Since moving to United he has shed a reputation for being too casual in his play to establish himself as one of the top defenders in world football.
But this season a series of uncharacteristic lapses in concentration has seen some newspapers speculate his days at Old Trafford could be drawing to a close.
On Friday his manager Sir Alex Ferguson issued a staunch defence of his player and laid into the press for what he feels has been unjust criticism.
It was Tottenham boss Redknapp that gave the player his big break in football when the pair were together at West Ham and while he'd love to have his former protg back with him in the capital, he accepts there is scant chance of United being willing to sell.
"There's no chance of him leaving there if he has any sense," said Redknapp.
"Unless someone knows something I don't know, he won't be coming here.
"I speak to him and send him messages. For me he's still the best centre-half in the world, he's that good. Everyone has a blip."

The middle aged ladyhas pakked her car outside saint Maximillian Kolbe church in yhe mwenge area,to attend the aurora morning mass that begin at 6:30am. the lady had locked all the doors of her car and she also set an alam in case of danger that could be caused by robbbers.
After putting herday in the hands of God during mass, she left the church, ready to drive to the city centre and thus avoid the heavy traffic, which normally commences at 7;30am,during work days.
approaching her car,Susan suspected something peculiar that might have hapened because she discovered that the drivers door had been tampered with. She was shocked, learning that her lap top computer, mobile phone set,and some 1.4m/-in cash had been stolen.
she lamented and her fellow worshippers approached her, trying to find what had happened.
susan was not touched so much by the stolen cash and her phone, but her laptop, which contained her important files,
she is now appealing for good Samaritans to help her in searching for her stolen computer.Whether it can be retrieved,it is had to tell by now.Through there are some watchmen at Mwenge parish, the poor men could not detect the tactic that was deployed by the thungs that particular day.
Rumours have it that the would-be thungs were seen around carrying a baby, thus custing away doubts on them.
The above story is recounted only to show how thugs are using different ways to achieve their ill motives. In Dar es Salaam and other big towns in the country, robbers are using various means to steal from people,
like the use of bombs they applied to steal from the National Microfinance Bank(NMB),in Temeke District recently.
Such events call for policy makers to introduce an alternativeway of introducing special training to private employed watchmen, who have not gone through formal security training.
such training should help watchmen adhere to safety and enviromental standards that are to the countrys standard.Watchmen should collaborate with her/his boss to ensure sustained development of security.
watchmen should implement a Security Management capability that will ensure prevention of material loss.
They should also ensure that any loss is investigated in a proactive manner,to ensure appropriate corrective actions
are taken. The idea is to ensure that all security personnel are equipped, trained and quqlified to respond to potential "breach of security incidents in an appropriate manner.
A watchman should report functions that will facilita
te timely reporting of security.Apart from the training, there is a need to look at the salary aspect of many security officers employed by different ind ividuals, who watch big store and shops in city centres. For example, there are rich business people,
who travel upcountry to look for young men and women who they eventually hire as watchmen in the places of work.
Ssuch workforce needs training before beeng deployed to any area of work. These include the understanding of different tactics that robbers could use in luring watchmen. Some dailies at times carry photos of watchmen taking a nap, while at work, something that could be used by robbers to steal.A watchman/women needs an ample
time for sleeping,to make her/him active at the place of work.
Some of the weapons used by some watchmen leave a lot to be desired because in a place like Kariakoo, you could find a night watchman on guard with machetes and bows and arrows. When confronted by such burglars, watchmen who are not well armed fail to defend themselves and at times they end losing their lives, while property
of their bosses is also stolen.
Many people rely on the Masai for private security of their homes but these are not well armed, making thieves get easy ride in their work.
The main reason that promts many people to hire Masai Morani is because such people(the Masai)are very faithful and they rarely betray their bosses.
People fear other tribes for security reasons because at times such watchmen have been associated with thieves to steal from their bosses. All in all,it is good to give proper training to a watchman/woman,before entrusting her/him with some responsibilities.

Freeman Aikaeli Mbowe has been re-elected as the Chama Cha Demokrasia na Maendeleo (Chadema) in an election that had to involve wisdom of the party's elders to rescues the situation.
Mbowe was facing a stiff challenge from the party's deputy secretary general, Mr Zitto Kabwe, who eventually withdrew his name amid accusations from within and outside the party that the decision was against internal party democracy.
However, at the end of the day, he is again at the helm of power. Born on 14 September 1961, he the third chairman of his party after Mr Edwin Mtei, and Bob Makani. Mbowe is a member of the Chaga ethnic group.
He has now grown into full political maturity after having been elected to the National Assembly in 2000 representing Hai constituency (Kilimanjaro Region). He won 64.5 per cent of the votes cast, which was the highest percentage of votes won among constituencies with opposition MP's.
In preparation for the 2005 general election, Mr Mbowe was nominated Chadema presidential candidate. Mr Jumbe Rajab Jumbe, a Zanzibari, was chosen as his vice-presidential candidate. The election was originally scheduled for October 30, 2005, but had to be postponed until December 14, due to the death of Jumbe.
During the campaigns Mr Mbowe and another party leader, Mr Anthony Komu, criticised the lengthy postponement, saying a week's delay would have sufficed and that his party could not afford to finance extra campaigning time. Chadema eventually settled on Anna Maulidah Komu to be the running mate.
He was placed third out of ten candidates in the December 14, 2005, presidential election, winning 5.88 per cent of the vote.
Apart from politics, Mr Mbowe is one of successful young businessmen in the country and owner of Club Bilicanas, one of the best nightclubs at the heart of Dar es Salaam City.
He is also the owner of Tanzania Daima, a national daily newspaper, as well as Protea Hotel Aishi Machame, a hotel in his native town of Machame, in Kilimanjaro Region.
Mr Mbowe is married to Lillian Mtei (daughter of Edwin Mtei, the first Governor of Bank of Tanzania).
They were married on August 17, 1991. They currently have three children, Dudley Mbowe (16), Nicole Mbowe (12) and Dennis Mbowe (9), Mbowe's son Dudley, had been tipped for great things by his friends and family.
All three of Mbowe's children go to Dar es Salaam Independent School at Mikocheni and few minutes away from their residential home in the same area.
In his plea to fellow Tanzanians, Mr Mbowe has been insisting that people must be prepared for difficult choices between what he terms as mere lip services from the ruling clique or to opt for what he claims as tangible alterative policies from his party.
Much to his credit, the party has remained one of the most stable opposition parties throughout his leadership. Moreover apart from winning the Tarime by-election late last year, the party has remained with a good track record of coming second to the ruling Chama Cha Mapinduzi (CCM) in all the recent by-elections it participated.
In his personal blog, the politician urges Tanzanians from all walks of life and from each religious denomination, to take national interest at heart if they were to expect fundamental changes.
He says that every one should turn into an agent of social change.
"Every Tanzanian should ask himself or herself what they can do for Tanzania," then from there take to task current leaders

=> Kagoda investigators find contradictory data
THE investigation of the mysterious Kagoda Agriculture Limited company, which was behind the single ... More
THE investigation of the mysterious Kagoda Agriculture Limited company, which was behind the single largest looting of funds from the Bank of Tanzanias external payment arrears (EPA) account, has taken another turn following the discovery of contradictory documentation on three different databases.
According to latest findings by THISDAY, investigators are having a hard time unraveling and making head or tail of various key information found stored in the three databases; Lazard Report, Akwera Database, and BoT Database.
Sources close to the investigation say much of the information is contradictory and therefore tough to confirm or verify.
The three databases were used by the presidential probe team into the EPA scandal led by Attorney General Johnson Mwanyika before and after interrogating BoT officials.
It is established that all three databases did not and do not tally on either the existence of the debt and or the value of the debt, says part of a confidential government communication document a copy of which was availed to THISDAY.
It adds: For example, if Lazard says the debt did not exist or had already been paid, Akwera says the debt exists but on a small value, and the BoT database says the debts exist on the value of the amount claimed.
Investigators have questioned how the BoT officials used only their own database to release the funds without cross-checking, despite the existence of the other two databases.
Says the government communication document: In their statement, BoT officials said they used Akwera data to pay, but the investigation found they used BoT database to pay. In such a situation, does the system used place the liability to assignee, BoT or assignor?
Investigators have also established that there is no record of when precisely the BoT received the deed of assignment between Kagoda and the German company Lindeteves J Export BV of Frankfurt, signed on November 11, 2005.
Instead there is only a payment document dated December 12, 2005.
The sources say records on the Lazard Report database show the Lindeteves J Export BV headquarters to be located in Singapore and there is no evidence of this company having an office in Frankfurt.
It is understood that the presidential probe team into the EPA scandal has decided to send investigators to both Germany and Singapore to gather crucial evidence about the company.
The Kagoda company was used to siphon over 40bn/- out of a total 133bn/- embezzled from the EPA account during 2005/06, via fraudulent payments personally approved by former central bank governor Daudi Ballali (now deceased).
Both BoT auditors and government investigators have established that Kagoda company representatives presented forged documents to the central bank to facilitate payment of around $30,732,658.82 (approx. 40bn/-).
All the forged Kagoda documents were signed between September 10 and November 5, 2005. The company is shown to have signed deeds of assignment of debts with 12 different foreign creditors from across the globe.
While in Germany, government investigators are expected to try and locate the headquarters of two of those companies, Lindeteves J Export BV and Hoechst AG.
Hoechst AG is understood to have been a German chemicals then life-sciences company, renamed Aventis after merging with Rhone-Poulenc S.A. of France in 1999, and now known as Sanofi-Aventis since 2004.
Our sources say the government investigators are trying to ascertain whether Kagoda was assigned the substantial debt by Hoechst AG before or after the 1999 merger with Rhone-Poulenc.
As already well-established, there were glaring errors evident in all of Kagodas documents, including the use of obsolete names of creditor companies, incompatible dates, and poorly-forged signatures.
The deeds of assignment seen by THISDAY revealed that the forger(s) of the documents used the same contractual terms and wording for all the different foreign creditor companies.
None of the contracts and documents were written on the official letterheads of the foreign companies, with key contact details for representatives of the firms missing.
In one of the forged documents that supposedly formalized the assignment of a debt of $2,398,439.96 to Valmet USA, the forger used a fictitious name - Patrick Kevin - to sign the document purportedly as the companys accountant.
Another forged document involving a different German company, Daimler Benz AG, shows that the agreement was purportedly signed by a fictitious director named Christopher Williams, but the signature appeared as W Christopher.
All the Kagoda documents were signed in Dar es Salaam before the same B.M. Sanze, an advocate and notary public and commissioner of oaths.
Some documents were dated even before the Kagoda company was officially registered at the Business Registration and Licensing Authority (BRELA), thus rendering them null and void.
So far, no charges whatsoever have been filed against individuals behind the Kagoda company.

Aprimary court magistrate and a district court secretary
have been arrested and prosecuted on corruption charges.
The two Judiciary workers, who were arraigned on Monday for soliciting
and receiving Sh60 million bribe, are Misungwi Primary Court Magistrate Restuta Kamani, 40, and a stenographer with geita district
court, Scholastica John, 40.
The case was first assigned to Resident Magistrate Angelo
Rumisha, who however, withdrew, citing conflict of interest as the
defendants had been his workmates.
The duo is facing two counts of receiving the bribe on October 7,
2004 when they were stationed in Mwanza. While Kamani was serving as a
primary court magistrate in the city then, the typist was based at Mwanza
District Court.
The Prevention and Combating of Corruption Bureau (PCCB) prosecutor,
Mr Msafiri Henga, alleged before the court that the duo received the bribe in instalments in a bid to favour one of the parties in
an inheritance case.
The case was filed following a dispute amongst relatives over
inheritance of a house situated at Plot Number 24 in a posh hilly lakeside
suburb in the city .
The accused paid the bribe in two instalments of Shs40 million
and Sh20 million so that the case could be ruled in their favour, the
prosecutor alleged.
In so doing, the duo violated section 15 (i) of the 2007 PCCB Act number
11, he explained. The accused denied the charges and their case
comes up for a mention on September 22, this year.
They are out on bail after meeting the conditions.

=> What Chadema is not telling us
The underlying leadership conflict in Chadema is far from over, contrary to the impression b ... More
The underlying leadership conflict in Chadema is far from over, contrary to the impression being given by the opposition party's top officials and its elders' committee.
Though the Chama cha Demokrasia na Maendeleo (Chadema) leaders claim that the conflict has been resolved, last Monday's youth wing elections were marred by chaos, indicating that all is not well in the party, which has in the recent past appeared to be gaining popularity, judging from its impressive performance in by-elections.
The youth wing and elders' committee elections clearly showed that the rival groups supporting the national party chairman, Mr Freeman Mbowe, and his would-be challenger, Kigoma North MP Zitto Kabwe, were still sharply divided.
The two camps used the elections to flex their muscles despite the recent "cease-fire", which saw Mr Kabwe, the party's deputy secretary general, pull out of the race for the chairmanship in a reconciliation effort.
And speaking to The Citizen yesterday, Mr Kabwe said the public announcement that the rival groups had agreed to bury the hatchet was merely cosmetic.
"Though I have decided to let bygones be bygones, I know there are certain people allied to some leaders, who have been instigating and fuelling chaos," he said, when asked to comment on the shelving of the youth wing elections.
But Mr Kabwe could find himself in more trouble, as the party's Central Committee held an emergency meeting in Dar es Salaam to discuss, among other things, allegations that he had openly campaigned for some candidates and used money to entice the voters.
The Chadema secretary general, Dr Willbrod Slaa, threatened to call in the Prevention and Combating of Corruption Bureau (PCCB) to investigate the allegations.
For his part, Mr Kabwe admitted to have campaigned for Mr David Kafulila for the youth wing leadership. But he said it was "after I noticed that his candidature was being sabotaged by some party leaders simply because he had supported my bid for the chairmanship."
The Kigoma North MP alleged the recruitment of non-bona fide members to ensure that Mr Kafulila was defeated.
"I campaigned for him openly and it's not against our party regulations to do so. Those saying that I bribed voters are the same people who have been fuelling conflicts in our party," Mr Kabwe said.
The election results, which have been withheld by the party, show that Mr Kafulila won the seat, beating Mr John Heche, who reportedly refused to concede defeat

=> Zombe :Appeal process starts
Court records the State needs to appeal against the acquittal of former Dar es Salaam regional crime ... More
Court records the State needs to appeal against the acquittal of former Dar es Salaam regional crime officer Abdallah Zombe and his co-accused will soon be ready.
District registrar of the High Court (Dar es Salaam Registry) Lameck Mlacha said preparation of the case proceedings, exhibits and copies of judgment would soon be made available to the Director of Public Prosecutions (DPP).
"We have a special team which is compiling all the documents containing the necessary records. I cannot tell exactly when the work will be complete, but Im hopeful the records of appeal will reach the Court of Appeal in the very near future," said Mr Mlacha.
The availability of the records at the Court of Appeal would enable it set a hearing date for the appeal.
The DPP's has already filed a notice of appeal to challenge Mr Zombe's acquittal two weeks ago by the High Court.
Mr Zombe and eight other police officers were acquitted of murdering gemstone dealers Sabinus Chigumbi, Ephraim Chigumbi and Mathias Lukombe and taxi driver Juma Ndugu on January 14, 2006 at Pande Forest on the outskirts of the city.
Mr Justice Salum Massati acquitted the nine on August 17 for lack of incriminating evidence to mark the end of a three-year-and-a-half-year trial which attracted intense public interest.
He directed the police to track down the "actual murderers" and bring them to book.
Since the officers were set free, debate has been raging as to whether it is the investigators or the prosecution who are to blame for not having done their work properly.
Relatives of the victims are now questioning the seriousness and the competence of police officers who investigated the case.
